我现在拿的是硕士的有条件录取,要求平均分3.0以上,但我最终成绩8月中旬或月底才会出来,到那时再申请tier 4怕有点晚了,可不可以先提前申请pbs然后去那了再转?这样做有什么风险吗?

PBS是Point based system的缩写,是移民定居签证需要用到的评分系统.
根据你描述的,你应该不能申请prospective student,因为申请prospective student的先决条件是你在英国的这段期间有助于你成为正式的学生.比如说,假如你是因为英语成绩不够,其他都没问题,英国大学给你的conditional offer仅仅是关于英语成绩,然后它们又提供English course的话,你可以申请prospective student,来英国读english course,通过后offer转成unconditional,然后成为正式学生.又或者英国的学校说你现在某些条件不符合,但是如果你参加我们的bridging course或者foundation之类的,通过后我们也可以接收你,这样也行.但是,你现在的问题是英国学校同意只要你目前学校的最终成绩平均超过3.0就录取你,而这个决定权是你目前的学校而不是英国的学校,也就是说,你来英国的目的对你会不会被录取没有任何直接关系.这种情况下,你没法申请prospective student.

美国申请英国签证提问,有个要求不大明白,

第一个人家说你除非找一个权威中介 否则你必须提供提前支付的信封和shipping fee 来返还你的私人文件
第二个说你要是移民的话 你只能通过sheffield的visa hub 并且你要提供一个提前支付的国际邮费和信封
第三个说你如果不提供 可能会延期 而且最好你有邮寄的ref 好来tracking你的邮件最好带保险
有的地方懒得翻译 不过大概就是这么个意思

好像是今年的新表,在线填的时候碰到几个不懂,

是self funded,银行账户需在自己名下有一定金额,按你第一年学习时间的学费加大概生活费为准.不能填not sure,没有固定收入的话很容易被拒签,因为无法证明她能一直资助你.

You have claimed 30 points for your CAS but I am not satisfied that the course in respect of which it was issued satisfies the requirements for a grant of leave as a Tier 4(General) student.Specifically,the level of you course is shown as NQF level 2 on your CAS.Contact was made with a representative from the Univeristy of West London who confirmed that you have been given an offer to do an NVQ level 2 course which is the equivalent to NQF level 2.I am satisfied that you do not have a valid CAS at the course you are going to do in the UK is below NQF level 3.In addition,I have noted that you have previously been issued a Tier 5 visa to di an NQF level 3 course and therefore I am satisfied that this course does not represent academic progression.

大概意思是说你所申请的课程要在NQF level 3以上才可以拿到Tier 4(General) student visa,但是你现在申请的课程只有NQF level 2 （跟学校联系确认过的）
而且,你以前申请过Tier 5 visa来读一个NQF level 3的课程,所以你这次申请的课程并不算是academic progression（这个不知道要用什么词翻译,反正意思就是level 2 到level 3就算是progress,但是反过来就不是了.也就是说你以前已经读过一个level 3的课程了,现在要满足学生签的条件,起码得是level 3或以上的课程）.
翻译的不太好,这种情况恐怕补救是没办法了,得重来.重新申请NQF level 3或以上的课程,拿到offer了以后再重新申请签证~

我去看了看papragh 245ZV(b) of the immigration rules关于NQF level的部分（papragh 120 of appendix A）,过来更正一下~要申请哪个level的课程取决于你申请的学校是哪个等级的Sponsor（Highly Trusted Sponsor 或者A-Rated Sponsor 或者 B-Rated Sponsor）
