新西兰移民局：中国申请日均过千 成新最重视国家
在大众眼中，许多国家的移民局都蒙着一层“神秘”面纱，移民官做出的批准或拒签决定可能改变一个人的人生轨迹。如果当初美国签证官顺利批准俞敏洪的赴美留学签证，恐怕今天的中国就会少一个新东方。随着中国注重利用司法合作开展国际追逃追赃，一些国家的移民局和警方对“猎狐行动”给予的配合也显得尤为重要。去年底，《环球时报》记者走进新西兰移民局总部，并专程回国探访其设在上海的移民局区域中心，在与移民局高官面对面的交流中，能感受到新西兰移民局在很多方面已将中国作为“重中之重”，在帮助中国追查海外经济逃犯方面也有积极回应。
新移民局1/5的签证人员忙着服务中国申请者
新西兰移民局隶属于新西兰中央政府的商业、创新和就业部，总部位于首都惠灵顿市中心斯塔特街15号，距离国会大楼不过几百米。在移民局大楼二层，负责东亚区域签证的副局长布鲁斯·巴罗斯热情地向《环球时报》记者介绍起移民局的工作。
布鲁斯说：“中国无疑是新移民局目前最为重视的国家。仅过去3年，中国申请新西兰签证的数量就增加了80%，并且仍以每年30%的速度快速增加。无论是旅游者、留学生还是居留权申请者，中国都是新西兰最主要的来源地之一。我可以向你提供一些内部数字，2013年，新西兰移民局一共处理了30.4475万份来自中国的签证申请，这意味着除去休息日，我们设在中国的几个办事处每天要处理上千份签证申请。”据布鲁斯介绍，包括本土移民官员在内，新西兰移民局的全球雇员数量约1400人，其中与签证事务相关的有800人，而设在中国的几个办事处就有约180人，超过移民局全球签证事务人员的1/5。布鲁斯说，移民局为应对中国签证申请人的快速增长，首先就是将上海办事处提升为东亚的区域中心。
习主席去年11月访问新西兰期间，两国签署和续签的合作文件与相关协议中有4项涉及移民和签证。布鲁斯结合相关协议的落实情况，向记者强调：“简化中国申请人的签证审批流程和时间，是新西兰移民局近两年来一直在努力的工作重点。”据他介绍，其中一项协议——《中国银联与新西兰移民局银联高端卡助签合作协议》将于2015年3月1日生效，届时，持中国境内发行的银联白金信用卡、银联钻石信用卡(卡号均以62开头)持卡人，在国内申请新西兰个人签证(包括旅游签证、探亲签证及3个月内短期工作签证)，凭卡片正面复印件及该卡3个月内的银行对账单，便可替代银行存款证明、工资证明及在职证明，大幅简化申请手续。另一项协议——《新西兰移民局和中国南方航空公司签署关于南航明珠会员便捷签证的协议书》，也将进一步放宽南航明珠俱乐部金卡和银卡会员申请新西兰签证的要求，只需要提交《南航明珠金银卡认证信》，即可免除财务证明、工作证明等材料。布鲁斯
说：“尽管新移民局对外公布的签证审理时限是2至4周，但是根据我们的统计，中国申请人的签证申请有80%以上都在一周内处理完毕。”
应新西兰移民局邀请，《环球时报》记者去年底还专程回国参观新西兰移民局驻上海办事处，也就是布鲁斯所说的东亚区域中心。办事处位于上海黄浦区的黄金地段，窗户外正对黄浦江和浦东，景色宜人。办事处内部则是另一番场景，各个办公室内的办公桌椅密密麻麻地排列，在最大的一间办公室内，数十名来自新西兰和中国本地的签证审批人员看上去十分忙碌，各自处理着成堆的签证申请。
据新移民局驻上海总领事约克·杰瑞介绍，他到上海一年多来的最大感受就是“太忙”。新西兰移民局在上海有101位雇员，在北京办事处有66人，香港还有十余人，加上广州的1名专员，总共180人的庞大团队只有全负荷工作，才能达到签证审理的时限和质量要求。约克说，每年1月、4月和9月是签证申请的高峰，这主要是对应中国的春节、“五一”和“十一”长假，在这几个月，他们日均处理签证申请都在1500份左右，尽管“团队已非常高效，但还是压力很大”。约克特别感谢所有中国当地雇员，称他们干得非常出色。
“新西兰一直帮助中国追查海外经济逃犯”
由于新西兰移民政策相对宽松，特别是对携巨款来新申请投资移民的海外人士持欢迎态度，因此，一些中国贪官过去将新西兰视为“南半球的瑞士”，申请和办理新永久居留权或争取加入新国籍。但随着中国打击腐败的力度不断增强，新西兰将向中国追逃追赃的行动伸出更多援手。两国去年签署的《中华人民共和国和新西兰关于建立全面战略伙伴关系的联合声明》积极评价中新务实、有效的司法执法合作的积极进展，包括在《中华人民共和国和新西兰关于刑事司法协助的条约》框架下的正式合作，在《关于打击犯罪的合作安排书》和《易制毒化学品管制安排》框架下及通过其他非正式渠道开展的高效警务合作。双方将继续在打击跨国犯罪上开展建设性合作，并在各自司法框架下为开展追赃等行动提供便利。
中国公安部去年为缉捕在逃境外经济犯罪嫌疑人而部署的“猎狐行动”受到新西兰各方关注。据《新西兰先驱报》透露，中国领导人访新期间，很可能在会谈中与约翰·基总理谈及追查海外贪官的“猎狐行动”，并寻求新方支持。新西兰移民局副局长彼得·艾尔姆斯曾多年担任警官，并长期在移民局内部负责非法移民调查与执法工作，他告诉《环球时报》记者，新警察总局在新驻华使馆派驻有专员，负责两国间的警务合作。彼得说：“据我所知，新警察总局与中国公安部有着非常密切的合作关系。新西兰签证申请材料中，专门有一部分是关于道德品行的，要求申请人如实填写有无犯罪记录等信息，并要求学生签证、投资移民等申请人提交无犯罪证明。”根据新西兰移民法，如果查出长期居留或公民身份持有者在申请前隐瞒犯罪事实，提供虚假材料，新移民局有权取消其居留权和公民身份，据悉每年都有数十人被取消或拒批居留与公民身份。
事实上，中新之间的司法合作早有先例。2013年12月，时任新西兰司法部长的朱迪斯·柯林斯表示，中方对居住在新西兰的经济逃犯“非常有兴趣”，有关机构已就此与中方展开合作。习近平主席访新期间，现任司法部长艾米·亚当斯在接受媒体访问时表示，这一合作仍然存在，2006年中新签署关于刑事司法协助的条约后，“新西兰一直在中方追查海外经济逃犯的问题上提供协助，而我们也将按照相关协议和法律，继续为中方提供类似协助”。
“猎狐行动”在新西兰华人社会反响也很大。《中文先驱报》等华文媒体都大篇幅报道过“猎狐行动”。原广州市副市长曹鉴燎贪腐案更是引起当地华人的普遍关注，特别是有报道说曹的家眷和向他行贿的商人很可能已移居新西兰。尽管新西兰警方一度表示“无法对涉及海外执法机构调查的案件发表评论”，但当地华人还是猜测，新警方与中方相关部门很可能在周密地进行合作。新西兰国会华人议员杨健告诉《环球时报》记者：“新西兰一向鼓励中国公民通过正常渠道在新投资，要遵守新西兰法律，尊重当地文化。对违法行为，新西兰司法体系将予以打击。”
中国移民为新经济注入强心剂
“生活在新西兰的华人，应该说是在发达国家中最幸福的。”中国驻新西兰奥克兰总领馆牛清报总领事曾这样对《环球时报》记者说。中新两国关系的提升，切实影响着两国普通百姓的生活。举例来说，雇会讲中文和粤语的员工，已成为新西兰政府部门、服务机构、银行、航空公司、商店、贸易商等通行的做法。杨健告诉记者，简化移民手续的做法顺应了新中两国人员往来更加密切的趋势，可以提高中国投资者与游客的积极性。
在新西兰移民局给《环球时报》记者的数据中，还有一项非常醒目，那就是新西兰移民局2013年受理了8009份来自中国的居留权申请，2014年截至11月，这一数字已经达到8188份。中国和印度在近两年交相取代英国，轮流成为新西兰移民来源地第一大国。这一数字的背后，是大量中国资本的涌入和人才的引进。
2013年底，新西兰移民局对创业移民政策进行了大幅修改，采用打分制，大幅提高申请门槛。这一举措公布前，新西兰移民中介的“圈子”里盛传该移民项目下，70%的申请者来自中国，积压在移民局待审理的申请多达上千份，本来6个月的最长审批时限常常要拖到8个月甚至一年。按照平均30万新元(约合150万元人民币)的投资额度，每年成百上千的中国创业移民申请者可为新西兰带来巨额投资，而实际上，这个人群为了在新西兰安家置业而带来的资金更是难以估算。可见，中国移民为新西兰经济注入了一针强心剂，他们带来的资金切实促进了新西兰房地产市场、就业领域、消费市场的发展。中国资本成为推动新西兰经济增长的“无形而有力”的新力量。

China Working Holiday Scheme
Dear applicant

What is the working holiday scheme? Alongside the New Zealand-China Free Trade Agreement (FTA), the New Zealand government opened the working holiday scheme to Chinese citizens from 1 October 2008. This scheme provides for a maximum of 1000 Chinese citizens per year to enter New Zealand and engage in tourism and temporary employment. A Chinese citizen who meets the specific requirements will be granted a one year work visa. How long is the work visa valid for and can it be extended?
First entry to New Zealand must be made within 12 months of the visa being granted. The visa will allow work and multiple entries to New Zealand for 12
months from first arrival. Participants in this scheme cannot be granted a further work visa under the same scheme. What is the difference between work visas approved under the working holiday scheme and work visas approved under any other category? The objective of working holiday schemes is to allow young citizens of approved countries, whose primary intention is to holiday in New Zealand. For this reason, participants in this scheme must not undertake permanent employment, nor work for the same employer for a period exceeding three months. However, they can undertake one or more courses of training or study of up to 3 months' duration in total during their visit.
Available funds You must show Immigration New Zealand that you have at least NZ$4,200 available funds for your maintenance during the period of stay in New Zealand. You may be asked to provide evidence that you still have the funds when you arrive at the border.
Onward travel arrangements You must show Immigration New Zealand that you have made travel arrangements to leave New Zealand at the end of your stay. You can show this by providing a copy of your airline ticket or sufficient funds to purchase a ticket. The funds for travel arrangements are in addition to the $4,200 funds for maintenance.
